I have 7 chickens, 2 of them are bantams... and I have 16 square feet in a run that is about 5 feet high and another 32 square feet under the coop (1.5 feet high).. They tend to like under the coop... Do I need to expand the run? What if I plan to let them out now and then when I'm around this summer?

That is a little over 2 feet per chicken in the run, and with all that extra room inside it seems fine to me. Unless they seem to be stressed or are fighting much, I personally wouldn't worry about it. Letting them out some that will be a nice break for them. If you plan to hatch some or get more you probably should make the run a little bigger. I'm with SR on that. You should have enough room but if ya add more you will probably have to add to the run!!
